He was the supreme leader, chosen or in a blood-line that possessed almost worshipful status and power. The subjects worshipped the Pharaoh and were all united under him or, in a few rare cases her. There was a sociable Hierarchy with the pharaoh at the top, and stair-stepping down to peasants and farmers. This civilization and way of life was very organized in Ancient Egypt. In Ancient Mesopotamia it was split into city-states which were distributively ruled by their own headman or king-like figure, who all governed their own city-state.
They were not united with all other cities unlike the Egyptians, and they based their laws off of Hammurabis Code. These population started a writing system and were very advanced in the arts, and had very advanced cities such as Babylon. We know this because of the stories of the nonagenarian Testament, such as when the Israeli scribes told of the massive city with the obscure people and huge architectural structures. The people in Mesopotamia consisted of mostly farmers and some specialized workers. These differences distinguished these two great civilizations from each other in the life of the people.
